The above quote is part of the subheading for the Wall Street Journal editorial.

Terrorists - who legally under the Geneva Convention are referred to as "illegal combatants" - have no rights to a trial under the rules of our civilian courts. They do have a right to a trial before a military tribunal, which is how they've historically been treated.

It's just a terrible, terrible decision, which has awful ramifications.
