Varney is partially wrong though, when he says wealthy people are being chased out of NY - on the contrary since NY City's tax base depends heavily on about 5,000 families (who pay about 40% of NYC's taxes) there's been a huge giveaway in terms tax breaks and subsidies to build the enclave for wealthy people -  Hudson Yards.
